Strong Schools, Honest Leadership: My Commitment to Brockton Families

Statement from Stephen Pina, Candidate for Ward 1 School Committee – Brockton

As a candidate for the Brockton School Committee, I believe voters deserve more than one-word answers. The questions posed by the Massachusetts Voter Table are important, but many of them touch on complex issues that cannot be solved with a simple “yes” or “no.”

That’s why, in addition to my answers, I’m offering clear explanations. My approach is rooted in accountability, common sense, and a deep belief that our schools must serve all students—not political agendas. I raised my family here in Brockton, sent my four children through the public school system, and now I’m stepping up to serve because I believe we can do better.

The Champion City Plan is built on four pillars: Raising Academic Standards, Safe & Disciplined Schools, Accountability to Taxpayers, and Real Pathways for Students. Every answer I give ties back to those commitments.

Fighting for Brockton’s Kids—Not Political Agendas

Question 1: Ending Local Collaboration with Federal Immigration Authorities (Safe Communities Act)

If elected, would you advocate in support of ending all local collaboration with federal immigration authorities such as ICE (Safe Communities Act, S.1681/H.2580)?

Answer: NO

Explanation:

Public safety is non-negotiable. Schools cannot thrive if neighborhoods are unsafe. That’s why I believe the School Committee and city leadership must work responsibly with federal partners when violent crimes are involved. Brockton has always been a city of immigrants, and I celebrate that diversity. But when policies prevent law enforcement from cooperating after serious crimes, it makes us more vulnerable, not safer.

Question 2: Same-Day Voter Registration

If elected, would you advocate in support of same-day voter registration (S.505/H.834)?

Your Answer: NO

Explanation:

Voting should be easy and accessible — but also trustworthy. Same-day registration may sound convenient, but it opens the door to rushed processing, administrative errors, and weak verification. Election integrity matters because parents and taxpayers must trust the system.

Question 3: Improving ESOL and Language Access

If elected, would you support initiatives to improve language access and in-language education (ESOL) in schools?

Answer: YES.

Explanation:

Brockton’s diversity is one of its strengths. Properly designed ESOL programs give every child the opportunity to succeed. But our focus must remain on helping students become fluent in English while respecting their heritage. The goal is integration, empowerment, and readiness for the real world — not division or political agendas.

Question 4: Expanding Vocational and Technical Education

If elected, would you support increasing opportunities for vocational and technical education?

Answer: YES.

Explanation:
The old model of pushing every student toward a four-year degree is broken. Brockton kids deserve better. I will fight to expand vocational and technical pathways so students graduate with real skills for real jobs. I’m calling for a full Vocational and Trades Leadership School — because, as former Mayor Bill Carpenter said, “It takes Carpenter to build a city.”

Question 5: Fixing Chapter 70 to Ensure School Funding Keeps Pace with Inflation

If elected, would you advocate in support of fixing Chapter 70 to ensure that school funding keeps pace with inflation (S.345)?
Answer: NO — not until we fix accountability first.

Explanation:
Brockton’s problem isn’t lack of money. It’s how the money is spent. Chapter 70 has become a crutch for districts that mismanage resources. Before we raise caps or demand more from taxpayers, we must implement transparency, performance benchmarks, and parental oversight. Once the system proves it can spend responsibly, then we can talk about fair funding.

Question 6: Municipal Funding for Childcare Programs

Answer: (Updated Sept 4, 2025) YES

Explanation:

Since the start of my campaign, I’ve taken time to listen, study the data, and consult with advisors. Based on that process, I have changed my position. I now support the extension of early childhood education starting as early as age three.

Why? Because the evidence is overwhelming. Numerous studies show that early education gives children the foundation to succeed later in school and in life. If the state is willing to spend billions on benefits for non-citizens and free community college, then we should ensure Brockton’s children get a head start.

Investing in early education is about prevention, not remediation. It strengthens literacy, builds confidence, and gives families the support they need during critical developmental years.

Wrapping it up

This campaign is about getting back to basics: raising academic standards, keeping schools safe, demanding accountability, and preparing students for life after graduation.

Parents sacrifice. Taxpayers sacrifice. It’s time for Brockton schools to do their part.
